Ils assurent aussi la s\u00e9curit\u00e9, l\u2019hygi\u00e8ne et l\u2019esth\u00e9tique via des travaux extraordinaires.<\/p>\n\n\n\n<p>Interdiction parall\u00e8le de d\u00e9t\u00e9rioration : propri\u00e9taires ou tiers ne peuvent aggraver ins\u00e9curit\u00e9\/insalubrit\u00e9 ou nuire \u00e0 l\u2019esth\u00e9tique. Pr\u00e9somption en cas de vacance partielle ou absence de rev\u00eatement ext\u00e9rieur (ex. azulejos).<\/p>\n\n\n\n<p>Cette obligation incombe exclusivement au propri\u00e9taire ; elle se transf\u00e8re \u00e0 l\u2019acheteur en cas de vente.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>D\u00e9nonciation d\u2019un Manque d\u2019Entretien<\/strong><\/h3>\n\n\n\n<p><\/p>\n\n\n\n<p><br>Les Pr\u00e9sidents des Juntas de Freguesia informent les mairies des b\u00e2timents d\u00e9grad\u00e9s ou \u00e0 risque d\u2019effondrement, sous peine de perte de mandat. Les services municipaux inspectent ; tout citoyen peut signaler gratuitement \u00e0 la Mairie, Minist\u00e8re Public ou autres entit\u00e9s.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Cons\u00e9quences du Non-Respect<\/strong><\/h3>\n\n\n\n<p><\/p>\n\n\n\n<p><br>Les mairies ordonnent travaux ordinaires\/extraordinaires post-inspection, y compris d\u00e9molition si risque d\u2019effondrement ou sant\u00e9 publique. Injonctions inscrites au certificat permanent. En cas d\u2019inaction : ex\u00e9cution forc\u00e9e, recouvrement des frais, location forc\u00e9e, vente aux ench\u00e8res ou expropriation. Amendes, interdiction de subventions, majoration IMI et crime de d\u00e9sob\u00e9issance.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Avantages de la Conformit\u00e9<\/strong><\/h3>\n\n\n\n<p><\/p>\n\n\n\n<p><br>\u00c9viter sanctions et b\u00e9n\u00e9ficier d\u2019exon\u00e9rations fiscales : IMI 3 ans, TVA r\u00e9duite sur travaux, IMT et d\u00e9ductions IRS.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Interaction avec la Location Urbaine<\/strong><\/h3>\n\n\n\n<p><\/p>\n\n\n\n<p><br>Bailleurs responsables en r\u00e9sidentiel ; locataires peuvent ex\u00e9cuter\/rembourser par accord ou urgence. En commercial, r\u00e9partition contractuelle.
