Covers acts by landlord/representatives/third parties seeking property acquisition: disturbing tenant dignity, creating hostile/offensive environments, or impeding access/enjoyment of premises.

Tenant Notification Rights


Formally notify landlord to:

  • Fix health/safety deficiencies in premises/common areas.
  • Resolve issues blocking use/access/basic services (water, electricity, gas, sewage).
  • Stop excessive noise/other health-harming acts.

Inspection Process


Request urgent City Council inspection (within 20 days; report in 10 more). Landlord has 30 days to correct or justify inaction.

Remedies for Non-Compliance


Civil/criminal liability plus:

  • Injunction for correction.

Daily €20 penalty from day 31 until fixed/injunction (rises to €30 for 65+/60%+ disability).
